The Songkran festival is the Thai new year, celebrated April 13-15, during which it is customary to sprinkle water on people to wish them a new year. Most people who venture outside on the 13th get soaked through the bone. Everyone, even police officers on duty, are fair game. Public splashing only lasts a few hours though before people get tired and go home.
